The weekly report prepared by the National Office for the Defense of the Earth and Resistance to Settlement, showed that the crimes of settlers against our Palestinian people were the most severe this year, recording 256 attacks, including 50 carried out by the "pay the price" gangs Terrorist.
The office stated in its report, which was published today, Saturday, that these attacks were accompanied by statements and positions of the occupation leaders and government officials, which provided the atmosphere for settlers, and gave them the green light to commit more against the Palestinians, and the failure of settler leaders to condemn these attacks and their silence encouraged their escalation.
According to the report, there are fears of an increase in settler attacks, especially terrorist "paying the price" gangs, as Palestinian property is being destroyed, and racist expressions are on the walls, in an atmosphere reminiscent of those that prevailed prior to the incident of the burning of the Dawabsheh family in the village of "Douma" southeast of Nablus. 2015, in which three family members were killed.
He said: The Israeli Information Center for Human Rights in the Occupied Territories "B´Tselem" indicates that most of the settlers´ attacks are not punished in the Israeli courts, which means tacit approval of the Israeli army for these attacks.
The report indicated that, during his visit to the settlement of "Mitzpe Jericho" established on the land of citizens in Jericho, the Prime Minister of the occupation, Benjamin Netanyahu, pledged to a number of his ministers, settlement leaders, and religious students to apply sovereignty over the entire Jordan Valley region, with American support that he said is unlimited.
He added that Netanyahu said, "I see here the great enthusiasm and tremendous development within the settlement, so we will continue to work to strengthen settlements in all areas. This is the land of Israel, so the first thing we will do is implement our sovereignty here in the Jordan Valley and the surrounding area."
The report pointed out that the Minister of the Occupation Army, Naftali Bennett, also works as a strong support for the settlers. After he instructed him to work on establishing a new outpost in the heart of Hebron, he instructed the army to stop what he described as "Palestinian-European control" of Area C, which constitutes 60% From the West Bank, and to prevent construction in it.
Bennett ordered the army leadership to tighten their cooperation to implement the plan, and to take steps to reduce the broad European funding for Palestinian construction, which, without neutralizing it, could not take place, he said.
The report stated that, during the past week, settlers set fire to vehicles of citizens, and wrote anti-Arab slogans in the village of Farta´a, east of Qalqilya, and gangs targeting "paying the price" neighborhood of Al-Khalayleh, northwest of occupied Jerusalem, adjacent to the settlement of "Givat Zeev", crossed racist slogans and damaged tires 18 vehicles, and a racist slogan on them.
He said that there had been an increase in attacks by settlers from the "Bat Ayin" settlement in the "Gush Etzion" settlement compound, following the transfer of a group of the "youth hills" movement from the "Yitzhar" settlement near Nablus to the mentioned compound.
He added, that the occupation government published data and provided it with the US administration, according to an agreement concluded between the two parties, that pumping budgets for settlements has risen during the past ten years, that is, during Netanyahu´s tenure as prime minister since 2009.
He indicated that the budgets invested by the occupation government in the settlements in the West Bank, including occupied Jerusalem, amounted to 390 million shekels, which is equivalent to "107 million dollars" in the first quarter of this year, the highest in the last ten years.
The report stated that the occupation government allocated 1.4 billion shekels to settlements last year, including those that are built on the Golan Heights, and this amount is about 235 million shekels less than budgets for settlements in 2017.
And that the publication of these data coincides with a report of the Israeli "Peace Now" movement in which it indicated that the Israeli government spent between 2011 and 2016 up to 1.2 billion shekels annually on settlements.
And he considered that despite the international consensus on the illegitimacy of the Israeli settlement, and the adoption of Security Council Resolution 2334, which confirms its illegality, the Trump administration insists on its continued support to the Israeli occupation government in its settlement activities at the expense of Palestinian rights, as it attacked the American representative to the United Nations Kelly Kraft, the resolution during her intervention in a recent Security Council session on "the situation in the Middle East" including the Palestinian issue, and considered it directed "unfair criticism of Israel".
He explained that Kraft affirmed the Trump administration´s support for Israeli settlement expansion in the occupied Palestinian territories, in its response to the United Nations Special Coordinator for the Middle East Peace Process Nikolai Miladinov, who informed the members of the Council during the same meeting that "Israel did not adhere to Resolution" 2334 ".
He noted that Mladenov reaffirmed that "the establishment of settlements in the Occupied Palestinian Territory, including East Jerusalem, has no legal basis and constitutes a flagrant violation under international law, as mentioned in Resolution 2334, and it must be stopped immediately and completely" at this time.
In addition, the United Nations confirmed in the report submitted to the said session that the number of settlement units that were submitted for plans to build in the Palestinian territories, or were approved during the current year amounted to 10,000 units compared to about 6800 in each of the past two years, and that since 2016 Plans or plans to establish more than 22,000 new settlement units in West Bank settlements, including East Jerusalem, have been approved, and tenders for the construction of 8,000 units have been issued.
In a provocative step that coincided with the UN Security Council’s discussions of Israeli settlement activities, the occupation authorities organized a tour of 23 ambassadors at the United Nations, which included a number of settlements in the occupied West Bank, and they met a settler leader, Yossi Dagan, and visited a factory in the “Borkan” industrial settlement Built on the territory of Salfit Governorate, this is the first time that ambassadors have undertaken such work.
On the other hand, he said, the United Nations Committee against All Forms of Racial Discrimination endorsed, for the first time, Israel´s practice of apartheid policies against the Palestinian people.
In its conclusions and recommendations, published after the regular session held in the Swiss city of Geneva, the Committee drew attention to the number of violations committed by Israel against the Palestinians and their fundamental rights through the racial discrimination that it has entrenched in its policies and legislation, such as the law of "admission committees and settlement policies" and "family unification".
