Palestinians continue to be subjected to violations after more than 70 years of Israeli occupation
United Nations Secretary-General Antonio Guterres said that the Palestinians were still particularly vulnerable to violence, intimidation, loss of property, income and other violations contrary to international law and human rights law, after more than 50 years of Israeli military occupation.
This was reflected in a report of the Secretary-General to the General Assembly on the protection of the Palestinian civilian population, which included possible additional options for the development of an international protection mechanism and was posted on the website of the International organization.
Such an enhanced international presence would be through the provision of more human and financial resources and the allocation of international observers, whether police or civilian, by the United Nations or a third party.
According to the report, the deployment of an observer mission would require the acceptance and cooperation of the parties concerned.
The report emphasized that the protection of civilians was a critical element in the maintenance of peace and security and the Secretary-General´s prevention plan of May 2017, which gave priority to the work of the United Nations to help countries avoid the eruption of crises that caused massive loss of life and undermined institutions and capacities To achieve peace and development.
The United Nations was already taking many initiatives in the area of protection, but the measures taken did not amount to the achievement of the goals for the protection of the Palestinian civilian population contained in the General Assembly.
In his report, the Secretary-General noted that the key solution to all protection challenges was a political solution, adding that until such a solution was achieved, Member States could "explore all practical and possible measures that would significantly enhance the protection of Palestinian civilians".
The report of the Secretary-General comes at the request of the General Assembly with a view to examining the situation in the occupied Palestinian territories and submitting a written report containing his proposals on ways and means of ensuring the safety and protection of Palestinian civilians under Israeli occupation.
